Allow flat rate VAT of 14.5% to be shown on the quarterly returns

The result of the existing system is that the SAGE VAT reports asks you to pay the INCORRECT VAT amount of 20%, as having an option to select 14.5% is not currently supported. SAGE can and does to the math correctly, but shows the wrong percentages and recommends the wrong payment value.
