Currently it is mandatory to submit the FPS in order to complete a pay run and move on to the next pay run.
Make FPS submission optional so that the user can skip it. User can either submit it, or mark it as already/manually submitted. This would allow entry of back data when migrating from a different payroll software. Especially useful for small businesses migrating mid-year.
Other leading payroll software providers have this feature.
Understood that the Opening Values tab is the recommended way to migrate, but for a small business that wants to have a complete picture for the whole year, having all pay run data in one place is important.
Another useful benefit of this approach is to be able to preview FPS XML, make corrections, and then submit or resubmit FPS.
